Growing Abuse of Councillors: Home Addresses Shouldn’t Be Made Public

The Importance of Councillors in Our Society

Being a councillor is one of the most unique and rewarding roles individuals can have. Councillors play a vital role in influencing positive changes in the areas they represent, from making small improvements to local parks to shaping the future direction of their communities.

The Rising Issue of Abuse and Intimidation

Unfortunately, instances of abuse and harassment directed at councillors are on the rise. A survey by the LGA revealed that eight in ten councillors experienced abuse or intimidation in 2023, marking a ten per cent increase from the previous year. Shockingly, 54 per cent of longstanding councillors reported a rise in abuse since their initial election, with 31 per cent noting a significant increase.

Severity of Abuse Faced by Councillors

While some abuse may manifest as unpleasant messages on social media or rude emails, a concerning number of councillors have faced severe harassment, intimidation, and stalking that necessitated police involvement. It is distressing to hear reports of councillors being targeted while carrying out their duties, to the extent that some feel compelled to install security measures like CCTV and panic alarms in their homes.

Addressing the Issue

Recent international events have exacerbated tensions in communities, leading to disruptions in council meetings and an escalation in abuse and threats towards local representatives. In response, additional personal safety support sessions have been organized for councillors, along with sharing information about security briefings conducted by police forces across the UK.

Efforts to Combat Abuse and Intimidation

The LGA emphasizes that such behavior is unacceptable, posing a threat to democracy and potentially driving competent individuals away from local government. Efforts have been ongoing since 2019 to raise awareness of the risks posed by councillor abuse and to collaborate with relevant authorities to enhance protection measures. This includes advocating for amendments to the Online Safety Bill and ensuring that councillors are included in plans for dedicated police contacts for security concerns.

Proposed Solutions

While progress has been made, more actions are needed to address this growing issue. Unlike MPs, councillors are often required to disclose their home addresses, leading to unannounced visits that compromise personal safety. Urging the government to introduce legislation allowing councils to withhold councillors’ home addresses from public registers is seen as a crucial step in safeguarding their well-being and that of their families.

Promoting a Safe Environment for Councillors

It is essential to create a safe and supportive environment for councillors to prevent talented individuals from leaving due to escalating abuse levels. Every individual, irrespective of background or political affiliation, should feel secure in taking on the role of a councillor and representing their community with pride. Ending abuse in public life and fostering constructive debates are essential to preserving the future of local democracy.
